The Role of Women Entrepreneurs in the Economy of Saudi Arabia

Role of Women Entrepreneur in KSA

An effective participation of women entrepreneurs in Saudi Arabia is interlinked with economic transformation of Saudi Arabia. Within the Vision 2030, the Kingdom has focused on diversifying the sources of income, increasing the participation of the private sector and the labor force. This transition has opened up opportunities for women entrepreneurs, particularly in tourism, education, wellness, food services and digital platforms, as well as other areas of retail trade. This leads to increased businesses, job creation, improved household income and broader innovation within the local markets. This figure illustrates the significance of this trend. The Saudi Women Report 2024 produced by GASTAT showed there are approximately 9.8 million Saudi females, of which women in the age group 15 – 34 years accounted for 35.7% of Saudi females. This provides the Kingdom with a good young female talent pool for education, employment and entrepreneurship. There is also positive movement in the labor market indicators as Saudi female labor force participation rose to 36.2% in the third quarter of 2024 and the Saudi female labor force participation for the second quarter of 2025 was 34.5%. The figures show a considerable change from pre-reform.

Enterprise Growth

One of the most apparent evolutions is entrepreneurship. According to Monsha’at Business Atlas data, Saudi Arabia was home to 774,123 female-led businesses in 2025, accounting for 43.8% of the total number of businesses. This is an indicator of the way women entrepreneurship is making inroads not merely in a niche sector but is becoming a mainstream economy. Prior Ministry of Commerce data also revealed that, by end of 2023, the number of active commercial registrations increased to over 1.39 million, with female entrepreneurs making up 38% of total active registrations. These figures indicate that women are entering into the labor market and starting businesses to hire other people. Saudi women entrepreneurs make their presence felt in the small and medium businesses. SMEs play a crucial role in Saudi Arabia’s diversification efforts as they mean less reliance on large public-sector companies, job creation and a boost to competition. Many women start their SME businesses in areas that entrepreneurs recognize from everyday life including family services, fashion, beauty, childcare, nutrition, online retailing or professional consulting. Many then go social and use delivery apps and digital payments/e-commerce marketplaces to expand. Thus, female entrepreneurs are contributing to fill the gap between traditional consumer’s needs and high technology.

Digital Access

Digitalization has facilitated the access and made it easier to enter. Now a woman can set up a business and have an online store, a social media page, an online logistics partner, and online digital payment choices before deciding to invest in an expensive physical store. This is important in a large country where customers are distributed all over Riyadh, Jeddah, Dammam, Makkah, Madinah and regional cities. It is also useful for home based business as well as freelance work.

The recent national reporting identifies 449,725 freelance work permits for Saudi women in 2023 who have accepted flexible work as a tool to mitigate skills, family and income. The economic contribution is more than a personal gain. Women entrepreneurs’ success in Saudi Arabia leads to the growth of household income, purchasing power and community development. They also serve as role models for younger women pursuing other fields such as business, technology, tourism, health sciences, and design. There are signs of women gaining leadership experience, with GASTAT linked reports showing 78,356 Saudi women in senior management roles in 2024.This experience can then translate to business ownership, investing and board-level involvement. Quality of decision-making is increased by stronger female leadership, due to better knowledge of markets when customers with different points of view are represented.

Some key examples are tourism and entertainment. The thriving tourism industry in Saudi Arabia is bringing new roles to the fields of hospitality, heritage, events, restaurants, transportation, and local crafts & products. The job market has expanded to include more women, and a lot of small businesses offer products that are connected to the Saudi culture and design/regional identity. These opportunities can benefit Saudi women entrepreneurs by creating businesses that can contribute to the national targets of promoting domestic and international visits. Gigaconstructing in terms of catering, digital marketing, cleaning, training and customer experience can be realized through the new developments of giga-projects, airports, hotels and entertainment institutions.

Future Scale

But there are challenges in the domain of women entrepreneurship.By continually facilitating women entrepreneurs and Saudi women entrepreneurs, new businesses can become bigger employers. How fast a business grows might be influenced by access to finance, investor networks, mentoring, procurement opportunities and advanced digital skills. Some founders possess a good idea but don’t know how to plan finances, create a brand, legalities or export readiness. Some require assistance to grow from a home business to a registered business.

So programmes provided by Monsha’at, incubators, banks and chambers of commerce are significant as they can help turn enthusiasm into long-term growth.Education is also one of the factors that are top in women entrepreneurship.Saudi women are very well represented in Higher Education, with a good amount of women being trained in Finance fields, engineering, medicine, computer science, marketing and management. These skills combined with entrepreneurship training make the economy better because it would have more specialised activities, like health-tech, edtech, design technology, consulting, environmental and even the production of digital content. This is not to imply that women are confined to traditional types of business: Technology and service-driven businesses fit equally with the primal needs of a diversifying economy and women have increasingly undertaken activities in these fields. The social effects are far-reaching.Expectations of leadership and innovation shift when the founder is successful. They demonstrate that business ownership is a good mix with the Saudi values, family values and national development.

Women entrepreneurship also supports the drive towards inclusion as they are more likely to hire, mentor and train women. This generates a multiplicative effect with one enterprise providing many occupations. Now, the next step would be focused on scale. The Kingdom has good participation but it’s a question of helping the promising ventures become bigger and more export-oriented ventures. Saudi women entrepreneurs need tools and support, such as better access to finance, digital training, public procurement, mentorship and market data, to graduate from micro-enterprises to high-growth businesses. In this regard, women in business are set to continue to play a key role in diversifying, innovating and strengthening a Saudi economy. The statistics are revealing: not only does Saudi Arabia have women entrepreneurs but they are not peripheral players any more. They are managers, owners, innovators, employers and investors. Enabling women to play a larger role in business will boost Saudi Arabia’s private sector growth, fuel opportunities for employment and competitiveness on regional and global levels as Vision 2030 continues.
